I've been checking on popular manga series, Bortuo teased a cannibal villain but he didn't get to really eat anyone on panel. One Piece is getting close with Big Mom though.

Should have realised it was just a display - it looked far too detailed for a scene of someone actually getting eaten in a real cartoon.
