Of course Yah!
Although it get's bonus points when it's trying to invoke another emotion beyond arousal. If a porno has a twist ending you didn't see coming that's art, good art even. Who cares if 90% of it is penis in vagoo. If it can move you on levels other than arousal it's art. Full stop.
Even without that though even a simple captioned picture that can arouse a viewer in new and interesting ways takes effort and evokes something.
How can something that evokes emotions not be art?
