Idea: upload queue?

It could be like if you upload to your gallery and the queue is empty it goes straight to your gallery but if you try to upload more than, oh, say 8 submissions within 30 minutes, they start piling up in the queue and getting auto-published once every set time interval to avoid spamming the tags

besides preventing spammy upload patterns from users who might do so maliciously or accidentally, this could also be a useful tool for users who find themselves in the situation of having a lot of submissions to upload in batch, so that they wouldn't have to bother spacing them out manually as a courtesy

maybe you could even let users like rearrange their queues and stuff so that submissions get published in a different order

idk just an idea, dunno how practical all this would be to implement
