Well, if you're looking at props, video concepts, video editing and effects, then you'll need at least a direction to go in, (What fetishes are you going to cater to? what's the story going to be? how long is the film going to be?. and some funding for lighting, camera equipment, audio, talent, props etc , no matter how minor that funding is, you'll probably need a small slush fund to pull from to get stuff done. If so, where do you intend to derive this funding?
After that - you'll probably want to storyboard a short scene (Dialogue is important - but because there won't be a lot of talking - skip to your storyboard and add dialogue at that stage. Plot out the story based on your rough estimated budget limits.
When you're done with the story-boarding - have someone have a look at it and make sure it works as a story (Preferably someone with strong skills in writing/storytelling and visual arts.).
Then refine the budget based on what the story will require. Plan out how you intend to tackle any shots. (Will you need special camera equipment? or people with special skills to pull off a shot. What lenses will you film with?, Are there any Operational health and safety issues that need to be dealt with. WIll you need special effects or computer effects to achieve the results you intend. Factor in data storage and transfer. Which format will you shoot in? what are the pros and cons of different workflows. Does the editor need any special considerations, which software will they need? Do you need a 3D artist, a matte-painter, colour grader or a 2D compositor to achieve any of your designs?)
Where do you intend to actually create your shoot. (Do you need to hire a space? Which town will you film in? are there any rules/regulations that you need to be sure of before filming.)
Once you've thought about all of that, consider your market. Will you need to recoup any expenditure? How will you distribute the product at the end of it? Will you be selling it, or will you be giving it away for free, or relying on advertising revenue? If so, what value of sales/views would allow you to break even/make a profit, or is it intended to be a hobby money sink?
As you can see, I already do 2D animation as part of my vore hobby(Sorry its not actually vore so to speak, merely disintegration)
