First: This guide is really outdated, and made for the oldrim vore mod, the original devourment mod. This one does not work for Special Edition. So rather look for the devourment refactor mod and try that one.

Holy necro, anyways check to make sure that you've got all the mods loaded and in the correct load order.
Sometimes vortex will "install" a mod but not actually enable it so be aware of that before adding in any more mods ontop of the base requirements that are needed in order to run devourment.
