I mean, they're most likely stationary because they're in the middle of a grab animation(I think I might even recognize the character doing it, though I can't be sure since it's fairly generic looking). There's quite a few MUGEN characters out there who have actual, sexual grab animations, and even more characters who have dedicated animations made for being victims of those attacks, hell a few characters of both types are even vore characters too(though most of them started as vore and had the hentai part added later), we wouldn't really be able to tell how much of a moveset the characters actually have unless somebody gets the files to use them themself.
Looking into the account of the guy who posted the videos it seems they are intended to be proper characters in the future but they're both work in progress, the videos are specifically meant to test those animations and see/show how they look in game. With those two specifically(Pheromosa and Tsareena) I could see him maybe deciding he doesn't have the motivation to make an entire character and all their animations just for that so he just adds a little something so they're technically usable as characters and then posts them, but he seems to have other characters he's been working on who do actually have movesets already(I know because I've used those characters before) and he's just adding the sexual sprites and animations to them.
