How on earth do they plan on making a multiplayer game with mod support.

one important and optimistic thing to note is that though creation club is paid mods regardless, bethesda does not like to call them mods and prefers to think of them as additional content. as such, whenever a mouthpiece of bethesda speaks of mods, they are not talking about creation club
if bethesda ever means creation club when they speak of mods, it is an act of hypocrisy as their creation club site explicitly insists that creation club is not paid mods, and since they are undeniably paid, they must not see them as mods
