If you are just wholesale lifting peoples art, especially art they paid for, without so much as a word to the artist or characters, and without linking back to them, then yes. If they happened to make "Very similar" but were drawing their *own* art, and not tracing or editing already existing photos? no, same goes for 3d. If they put in the time and effort to make their own 3d models of a character, then even the people who own those characters can't throw too much of a fit because the 3d Model would belong to them, though it would be seen as a very scummy move in the community on the whole.
This whole thread, clearly, has not been shut down on the whole, as the only one really in trouble is the furry mod creator, and its on their head for not requesting permission from those people in the first place. Art theft will, inevitably, get found out. And the people who have their art stolen (Again, often art that is paid for) aren't going to be exactly kind, or happy about it, and they have every right to be upset, especially if it seems like someones making a profit on their work or the works they paid for.
