There needs to be a conductor of some sort that can be taught both about, and how to access it. Tools like wands and staves can act as a physical focus, but it's the magical conductor that works to link the caster to the effect.
This also needs to be something common in everyone, but can vary in amount or strength. It also needs to be something that the caster can restore over time.
Sex or intimate contact could speed up the restoration, or it could allow for the sharing of the individual reserves. Vore on the other hand could allow one caster full control over both reserves.
Establishing this part is the foundation on which everything else about magic is going to be built.
