I've re-read it a few times. So Trevor gets grabbed and 'sacked' by them while thinking he was the wolf who ran off. And then the thing about the reformation drink its hard to tell if they really did that with the little information given. But with the owner thing i don't think they would really lie about that.
So my conclusion is that the squirrel, Tim, managed to get the other wolf to drink the reformation drink, maybe without him knowing, but he ended up fleeing and taking off. So without Tim actually there to say differently Trevor gets mistaken for the wolf that ran away so they think its the same one and he has already had his drink, which he hasn't.
hmm... have i thought about this enough or have i misread something?

You have it right the drink that was to be eaten had been slipped a drink to prevent him being a permanent part of him, but Trevor was not so lucky.
