There is, and quite a few witches actually; it's a very Halloween themed show. I haven't read the manga, only saw most of the anime; yeah, it's vorish. =)
It was really more of the slanted and unlevel architecture of her house that reminded me with the show.

The witch is from dragon's crown. It's a game from blizzard. I googled her. She is a sorceress. She is not from soul eater.
