Yeah, there is that... I guess if that entry is true then Ninetales would have come before Vulpix, and would come about when "one group of nine wizards loved another group of nine wizards very much."
Though I imagine there aren't many wizards runnjgn around these days to perform the ritual.

Well, in Poke' verse they could just screw a Ditto.
Or, if the resulting Ninetails is female, any field egg type Pokemon.
