Well to maintain any type of form reminiscent to a humanoid, there would need to be some alteration in the viscousness of the material in order to remain in shape. It would stand to reason that goo girls can change the consistency of their material, given the abilities they often have. Plus, the inclusion of eyes or teeth implies an ability to reform tissue on the fly.
...It has absolutely nothing to do with the fact that I've never drawn a goo girl before stop implying that I'm making wordy excuses do I look like Sofia Boutella I don't even wear a hat
...just in case my sense of humor doesn't translate over text, yes I'm just making stupid jokes again
