She really is. I fell in love with her when I saw this piece of art from her creator:

She's gone through a lot of detailing and her reference sheet will be wonderful when it's done. Shouldn't be too much longer now.

It could be described that way from those that have weaker wills than most. The elves and kobolds are perfect examples of this effect.

For the those with stronger wills it feels like an elevation to a higher purpose and they want to maintain that feeling of their own accord. Velhara can certainly manipulate minds this way but she prefers a sublte influence and the decision be left to her potential prey.
