My advice is Fire Emblem Awakening for the 3DS, the game that takes the best elements from all prior games and puts a unique spin on it all. If there's ever a place to start it's the greatest of them all!
(though that is not the one with Charlotte, sorry!)

I recommend starting with awakening. Far from the best, but definitely the most beguiner friendly.
Fates: Conquest also works if you want a harder game, but the story compared to awakening is Udder Garbage, and the art direction is all over the place. It *is* the one with Charlotte though.

I knew a guy who had a LE version of awakening for sale but idk if they still have it. It doesnt need to have charlotte
