Hi, thanks for the interest!
I uh, have the original sprites (like Ness) and I draw over them pixel by pixel in Photoshop with a reference on the side until they look like the character I'm doing a sprite of... Earthbound uses a lot of mirroring so I do that as well and animation it done with the Timeline in Photoshop!
The windows here are from a UI sprite sheet and I decided to have a block of space on each side of each sprite group and put the border (also from that UI sheet) around that!
I hope that helps! I understand it's not very fancy or interesting but it's my general process!
