That awkward moment when you realize a critter that can't even talk still tricked you into sucking him off. Many, many potential baby sea lions are dying a gurgling digestive death that still isn't as bad as the one you wish on the source of all that sperm you just swallowed.
If this was the extent of Clever Boy's escapades he'd just be an amusing anecdote on the beach. Unfortunately he thinks he should be the one doing the swallowing sometimes and when he does he swallows more than just a cock. The beach patrol doesn't tend to be happy with animals whose misadventures result in them sporting a human-shaped bulge.
Even this wouldn't be a problem if he hung out on the beach where people reform, but he doesn't. Sooner or later he'll get caught at it and and he'll end up wearing a muzzle at the very least.

I had this image pop into my head of a pair of Eskimo's approaching with harpoons, called in to deal with problem children. 'seals'
In this universe it's likely a coin flip for the Eskimo's in the north as to who ends up in whose belly.
Real life Eskimo's have a good reputation for kindness to strangers, but in your universe they might not have been above bartering stranded travelers with polar bears in exchange for some nice fat seals.

There is in fact a treaty between the native peoples and polar bears in this setting. Male polar bears routinely trade food - often dead seals - to human women for sex. Sometimes the treaty is broken and the polar bears eat natives and "southerners" aren’t covered by the treaty and are often molested or eaten by bears. The natives also sometimes feed their wrongdoers to various animals and it wouldn’t surprise me if they traded prisoners to various predators for food.
