I don't think it's Hanz and here's why: First, the inner labia is pushing the hair out of the way, making it hard to identify based on that. Hans (post-transformation) and Zukär have very similar hair. Both of them have it parted to be covering their right eye and their hair actually looks like hair instead of tentacles or candy.

Next, Zukär's lips can be very subtle depending on the panel. Just look at pages 207 and 220 to see examples of this.

Finally, Zukär has been shown with visible eyelashes while Hans (even post-transformation) has never been shown with them (see pages 165-172).

Of course, it could turn out that it's Zukär and Nudel merged. They were both absorbed into Waffle's body after all, while Hans wasn't.
