Well, trying to eat someone without a plan most likely wouldn't end well. Pharah needed a plan.
Having an enemy for lunch would help the cause as well as sating Pharah's hunger, but it would take a bit to get an assignment through official channels and Pharah doesn't like going rogue. Finding someone willing would be a viable option. While it definitely wouldn't take as long as getting a snack on duty, it would take some time to find someone who wanted to be eaten. The final option was ambushing someone from the base. Pharah was hesitant about eating someone who was both on her side and didn't consent, but it would be the easiest option.
