Mmmmm...if we already saw her turning into water without an issue... Why doesnt she mixed herself with all pools of the waterpark and wait for everyone to get inside , then turn back into her human body?

she's using magic and requires a lot of focus not to blend into the water itself entirely and would take even more magic to regain form. So staying her normal size is easier on her and her magic reserves

Technicly a wave pool could also hide a predator at the bottom of the waves, no one would see people dissapear! :)
