Well, kind of. It's all about analysing the properties of a process in terms of it's basic dimensions (distance, time, and mass) rather than its numbers.
The goal of it is to produce "dimensionless variables" that can describe the process independent of its distance, mass and time components. It's used to reproduce a process on a smaller or larger scale for experimentation.
Basically, it allows the user to shrink or enlarge stuff, to put it in terms that make it sound less like tedious and mind-bindingly arcane study. :P
