The magic wand selects all the area inside a loop. With hair, this is tricky. Notice how you can close the loop by heavying up the lines

That or you can use the magic wand (a tool in Photoshop),to select the whole white area, draw a line of the color you want to give the hair that goes across all the black strokes (don't worry, you won't paint over them). De-select and use the magic want again. You have the hair selected now!

However, the way NewYorkRod suggested is easier and simpler.
