Foreword
Before I start, I need to first credit Tabatha_Cat (http://profile.aryion.com/profile/Tabatha_Cat) and Bill Holbrook's Kevin & Kell (http://www.kevinandkell.com/) for inspiring this effort. Bill Holbrook has reated an amazing world of anthros in modern society where vore is legal and a everyday part of life. The comic goes into great detail about how a society made of both predators and prey might work and the issues that could come up with mixed families and daily life, but it never quite goes into the that actual. It was in talking an playing with the talented Tabatha_Cat that she also shared a certain enthusiam and facination for such a society that really pushed me to attempt this. So it is here that I freely submit to the voriphile community for use and reference a proposed constitutional model for any ficticious vore-legal society outlining the basic rights of Predators and Prey. Feel free to make use and/or reference of this in your world/societal settings, character profiles, stories, or whatever with proper credit. (Mention of Title AND Author, or/and a link please.)
Section VII: Laws of Predation
Chapter I: The Rights and Duties of Predators
1-)The Right of Predation:
It is recognized that the of some species to use Predation in order to feed themselves is an Unalienable and Just right endowed upon them by Nature and is a fundamental part of Natural Law. As such, it is a Right which cannot and must not be denied or limited beyond the necessities as required in the interest of maintaining Law and Social Order in a reasonable fashion.
2-)Predatory Right to protection from Liability
No Predator shall be charged, penalized, or held liable for any act of Predation that was conducted in accordance with The Law and which does not present an immediate danger to the General Public and Social Order in the manner in which said act of Predation was conducted. If however an act of Predation was not committed in accordance with the law, was commited in connection with a crime, or was commited for the express purpose of causing panic and/or disrupting Social Order, then the Predator may by subject to all penalties under Law as applicable in addition to damages owed to the Prey or their surviving Next of Kin.
3-)Predators Rights to Spoils
A Predator is entitled to take ownership of any and all garments, equipment, devices, jewlery, or other object in the immediete physical possession of their devoured Prey at the time of capture and/or devouring. The exception to this are any belongings which may be considered family heirlooms or belonging to which other 3rd parties have a legitimate legal claim to. All possessions which result in being Claimed As Spoils from Kills by Predators are thereby to be included as part of their Gross Adjusted Annual Income.
4-)Predator's Duty to Report
Out of respect for the prey just devoured and for their loved ones, all predators have a duty to ascertain the identity of their kills if possible and reporting that information to local authorities so that next of kin may be notified. Predators are also required to keep detailed and accurate records of the Spoils gained from kills of Lawful Predation, which must be submitted no later than 30 days from the date of predation so that Heirlooms and 3rd party legal claims can be returned and satisfied in a timely manner. Failure to report Kills and the Spoils claimed after Predation within the time alotted while result in fines and or other penalties as determined by applicable local laws in addition to any civil and criminal liabiltiy which may apply.
5-)Predator's Right to Predation as Act of Defense
A predator is guaranteed the Right of Predation regardless of the location, time of, or circumstances under which the Act occurs if it is committed in defense of One's Self, Immediate Family Member, or Member of Household. The Predator who committed Predation as an Act of Defense will be required to prove that the forementioned where in fear for their Life or serious injury, or were otherwised believed to be imperiled so as to justify Predation as an Act of Defense. If this cannot be proven as a reasonable assumption based upon the circumstances presented, then this Right does not apply and will require a determination as whether the Predation which occured was a Rogue or Criminal Act.
6-)Territorial Right to Predation
Any domicile, structure, camp or other location which can be reasonably inferred as being a Predator's current residence and the area extending out to some recognizable boundaries will hereby be acknowledged as that Predator's Territory. Additionally place to which a Predator can demonstrate a legal, civil, or logically inferred claim to will also be considered part of that Predator's territory. Predators have the natural Right of Predation upon any and all who may be within the boundaries of their territory with the following exceptions.
A-)A Predator may not predate upon any Law Enforcement or Emergency Services Officers, Agents, or Personnel who are acting in due course of their Functions, Powers, and Duties.
B-)Predators who cannot demonstrate ownership of a territory they occupy or show reasonable cause to believe that no one else may claim ownership of a territory will have their legal ability to predate while within the boundaries of said territory subject to the decisions and policies of the legitimate legal owner of said territory; unless as stated above the Predation occurs as an Act of Defense.
C-)Predators in Mixed Dormitories where Predation is permitted may predate any Prey which enters their dormicile pursuent to Owner policies, with the exception of Prey assigned to the same dormicile and said Prey's guests, again subject and persuent to Owner Policies.
7-)Predator's Duty to Inform
Any property, place of business, facility, or other territories owned by one or more Predators within the boundaries of, Predation will be accepted and allowed by policy of said owners, must have this policy clearly stated and in a place where it can be easily seen in public view from public space. Proper Notice must be maintained at all times and include under what condition if any that predation will and/or will not be permitted once within the boundaries of a given territory. Any territory, gathering, place of business, facitlity, or place of employment whether which is meant for Predators only must also provide sufficient notice as to the nature of the territory or function.
8-)Predator's Right to Not Predate
No one may attempt to force a Predator to devour them. Predation is a Natural Right given solely to Predators one which they alone may choose to excercises when permitted. No one may demand that a particular Predator devour a particular Prey, sole discretion over who a Predator may Prey up is up to them, and subject to all applicable laws.
9-)Predator's Duty to observe Daylight Sanctuary.
Daylight Hours shall be defined as the time period from one hour before Sunrise until one hour After Sunset, Predators may not attempt Predation on Prey without being subject to criminal, civil, and other liabilities according to Law if that Prey is either in or within easy view of Public Space. A Prey's Right to Protection from Predation While in Public Space is only in effect during Daylight Hours. From one hour after Sunset until one hour before Sunrise, Public Space nolonger grants Prey Protection from Predation and any Prey found in Public Space outside of Daylight Hours will be declared Fair Game and be subject to possible Predation.
A-)Exemption for public and Private Organized Sporting Facitlites, Fields, and Arenas exist and such Locations must have clearly defined borders for the Territory which is to be in play. Proper Notice is not required so long as the boundaries are clearly defined. During Sporting Events, and regardlessof the time of day, any Prey forund within the Boundaries of the Field of Play is considered to be Fair Game even during Daylight Hours. Prey found inside the Field of Play will be considered Fair Game until such time the Event ends, the Prey falls victim to Predation, or the Prey manages to escape and leave the boundaries of the Field of Play.
B-)Prey who are acting on behalf of Law Enforcement and/or Emergency Services while in Public Space outside of Daylight Hours will not be subject to possible Predation provided that they are on Duty and in ful uniform while in Public Space outside of Daylight Hours.
C-)Outside of Daylight Hours, Prey do not have any reasonable expectation of safety from Predation while in public Space. Nighttime Hours begin one hour after Sunset and last until one hour before Sunrise, and Prey not secure in their own home territories are thereby declared to be Fair Game and any Predator may freely Predate upon Any Prey found in Public Space during Nighttime Hours.
Chapter II: The Rights and Duties of Prey
1-)Prey's Rights to Self Defense.
While Prey do not have the the right to refuse predation; They are however, entitled to try to persuade a Predator otherwise by defending themselves through any and all means available. No Prey acting in Defense of themselves or another will be held Liable for any injuries or death of a Predator suffered during an attempted act of Predation.
2-)Prey's Right to Safety From Predation While in Public View.
In order to ensure a functioning society, Prey have a right to the reasonable expectation of safety while in public during Daylight Hours. Daylight Hours being define as the period of time starting at One Hour Before Sunrise and ending at On eHour After Sunset. During Daylight Hours, no Predator may hunt Prey while in Public or attempt any act of Predation. Also, during these hours, the following Provisions will be in place.
A-)This includes all public areas, parks, reservations, properties, walks, and ways within Sovereign Borders here after to be referred to as Public Space. Prey who are in Public Space during Daylight Hours will be considered as being in Public View.
B-)This includes Private outdoor areas and properties that can be easily viewed from Public properties and Public Areas at Ground Level.
C-)Properties and areas associated with Publicly as well as Privately funded Schools and Educational Institutions are exempt from this for educational purposes, as are all appropriately marked Sporting Areas and Facilities, in addition to being subject to Licensing Fees and all other applicable Laws and Restrictions.
D-)Suspected or Convicted Criminals attempting to evade arrest or presenting a danger to the public are not afforded the Right to Safety From Predation While in Public View.
E-)This Right does next extend into Private Outdoor Properties and Area which are concealed behind Privacy Walls, Hedgerows, Fences, or other Barriers which cannot be easily seen through and are constructed to be of no less than 10 feet in height. The height of all Privacy Walls, Fences, Hedgerows and other Barries which block view into the enclosed spaces behind them MUST be publicly dispayed at all times and subject to random seasonal inspections.
3-)Revocation of Preys' Rights in the Interest of Public Safety and Social Order.
Law Enforcement and Emergency Services may rescind without notice an individual's Right to Safety From Predation While in Public View only if warrented in the course of their duties, in the interest of public safety, or to avoid loss of life that would not otherwise be attibuted to Predation, and to minimize Property Damage. Any claims by Law Enforcement and/or Emergency Services that such actions were necessary will be investigated and will result in Predation Upheld or in the appropriate sanctions and penalties applied as required.
4-)Prey's Right to Self Declare as Fair Game
All Prey have the unalienable, and just Right to declare themselves as being Fair Game for Predation at any time and place, even while within Public View during Daylight Hours. This Self Declaration as Fair Game must be accompanied by a written document signed by atleast two other Prey as witnesses or a verbal declaration heard by atleast 3 Predators and 2 other Prey. The Declaration will be assumed as being in effect indefinitly unless limitations as to the duration of the Declaration are stated as part of and at the time of the original Declaration either in writing or verbally as applicable. Once a Declaration of Self as Fair Game has been issued, it cannot be revoked and will remain in efect until such time as it expires either with successful Predation of the Prey in question. or in accordance with the terms of the Original Declaration.
5-)Definition of Public View as it relates to Private Property and Outdoor Areas.
The Right to Safety From Predation While in Public View does not extend to private outdoor properties and areas which cannot be easily viewed from Public properties and areas. Public View is measured at ground level at the closest point outside of Private Property.
A-)Any Solid Barrier may be said to be blocking Public view so long as it is a minimum of 10 feet (120 inches or 3.3 meters) in Height as measured from Gound Level. All Solid Barriers surrounding or erected on Private Property not part of a Busness or Residential Structure must be properly Labeled with their Height and be inspected on a seasonal basis. A proper Label will be atleast 4 inches by 6 inches and include the Barrier's Height, Date of Last Inspection and the Name of the Inspector. A Proper Label must be affixed to said Barrier at either end in addition to every 20ft along the Barrier's length. The Label must also be placed where it can be easily viewed by the Public without having to enter private property.
B-)A Barrier will be considered Solid only if it cannot be easily seen through by anyone standing in Public Space no less than 3 feet from said Barrier. Restaurants and Markets which cater to Predator Clientele and which have windowed Store Fronts are exempt from this requirement.
C-)Anything which can be easily through an entrance from Public Space is to be considered within Public View.
D-)All Schools, Colleges, Universities, and other Institutes of Education are exempt from these requirements. All Private institutions are subject to their individual policies regarding Predation,Predator-Prey interactions, etc.....
6-)Private Residences and Places of Business as they relate to Public View.
The Right to Safety From Predation While in Public View does not extend inside of any privately owned structures, facilities, or places of buisness and is subject to private policies set by the property owners whether or not the Prey can be scene from outside. Any Prey entering any enclosed structure on a Predator's home territory, regardless of whether or they can be seen, and regardless of Daylight Hours, may be subject to Predation at any time while they remain with any enclosed Structure on a Predator's Home Territory.
7-)Prey's Right to Santuary.
Prey have a reasonable expectation of safety when within their own territory. Any reasonably secure structure owned by Prey, or specifically designated as being for Prey Only shall hereby be defined as Sanctuary. No Predator may enter Prey(s)'s Sacntury without invitation or permission. Any predator unlawfully entering into Prey(s)'s territory will be subject to all criminal and civil liabilities allowable under Law. Any Predator gaining Lawful entry into Prey's Sanctuary may freely engage in Predation as they are want to or see fit.
A-)Law Enforcement, Emergency Services, and any Agents, Officers, or Employees there of are not required to get Permission or Invitation prior to entry , provided that such entry is made in due course of their duties and responsibilities.
8-)Deputies, Bounty Hunters, Repossessors, Undercover Agents and other agents as employed by or in coordination with Law Enforcement and Emergency Services, being duly Empowered, Licenced and or Permitted are bound limited to the same privilages, exemptions, and restrictions as law Enforcement and Emergency Services as is applicable to the nature and required duties of said agents.
9-)Forfeiture of Prey's Right to Safety From Predation While in Public View during the commission of a Crime or Assault.
Anyone who feels their life and personal safety or that of an immediate family member is imperilled or otherwise jeopardized by one or more attackers may freely Predate upon said attacker(s) with full knowledge and assurance that the Right to Safety From Predation While in Public View for the attacker(s) is fully rescinded the moment the attack begins and there after until such time as Peace and Public Order is restored whether by Capture and/or Predation.
10-)Prey's Duty to Inform.
In addition to carrying any all formerly required form of ID, prey are also required to carry a Summation of Nutritional Content on them at all times and may be required to present this Summation upon Request at any time, by any one. Failure to provide this Summation when Requested will be reportsed and the prey in Question will fined according to any and all applicable Laws.
A-)A Prey's Summation of Nutritional Content will at minimum, the following information: Prey's Name, Age, Species, Weight, Calorie Content, Protien Content, Fat Content, Sugars Content, Cholesterol, Blood-Iron Content, Mean Nutritional Density, in addition to any further information as required by Local and Municipal Laws.
B-)A Prey's Summation of Nutritional Content is to be measured and kept up to date every 90 days, but may be extended to 100 days for valid health reasons.

Afterword
I know this is not much of a Story so much as it isa very poor approximation of a grand legal document. Before you say anything, I do realize there is some rather odd Capitalization through out; it was something I saw in Older copies of The U.S. Constitution, how they framers would Capitalize those points and words they felt important to pay close attention to in there various definitions and applications in further Laws. I did attempt to emmulate that style. So I appologize if that caused any confusion. Again, this was less of a goal of entertainment in itself and something more of a drafting a framework for a world and society we predation was an accepted fact of life and how that would work in a society of Anthos with both Predators and Prey in close contact on a regular basis.

When one of the inspired persons behind the document comes up and gives you an a ok, you know you're doing something right!
It's a really decisive piece IMO, which really adds to the sort of ambiguity of the whole situation where creatures normally extant to consume or evade one another have to tolerate each others presence and have specific rules as to how to approach different scenarios.

thank you. That means a lot to me. I did try to cover what I thought to be basic everyday situations: Daily life, business, school, and sports, along with the idea that some may even be willing (such as those with terminal conditions that may result in long time suffering or any other kind of reason for that matter) Framing it along the idea of something which may be akin to International law allowed me to still stay reasonably vague while including the notion that individual towns and such may have additional laws in play as well.
While I didn't have to worry about things like plot or continuity, I do now have a greater appreciation of just how difficult it can be to draft legal and legislative proposals.

The Kevin and Kell world has always been interesting and curious for me in the vorarephilia sense. As well as the social dynamics that would have to come into play to ensure stability and order in the society.
One thing I can see possibly adding is a law/clause that prey under a certain age are considered off the table in terms of predation given lack of knowledge, education, and experience. That's just my two cents though!

ctually if you read through the series, even Coney while still a toddler is subject to frequent attacks from larger would-be predators.....much to their foolishness. Rudy, Fiona....Corrie, all the younger characters have face the threat of predation atleast once, so age an inexperience os not a barrier to predation...one could very well cite that as reason why so many prey species have have tests such as the "Scampering test" so dreaded by Kevin. I do see your point for decency sake, however I will leave that up to the decisions of individual players who decide to amke use of this, if any. ^.^

So... diurnal predators and nocturnal prey are just shit outta luck then? Diurnal predators aren't allowed to hunt, because daylight sanctuary, and nocturnal prey can never catch a break, because of night time fair game.
ALso, lotta grammatical errors and similar, it could stand a proof reading for language articulation.
Still, very interesting read. Institutionalized predation has always been a fascinating concept to me, that I don't get to play, or get to see hardly often enough.

Glad you like it. I am thinking of doing some tweaking to it. Hoping to expand in some areas and better define others. Still brain storming on what concepts and issues I feel need to be covered. Exect a second version some time in the future.
