So Sawyer is a superhero. He's superhero-ish. The city he lives in is so inundated with superheroes that instead of having normal crime, they have 'criminal tourism.' People come to visit and commit various non-violent acts to get caught and meet superheroes. Sometimes you get a world famous A-lister to show up, and other times, well, you get Sawyer.
