Dawn didn't have enough Pokedollars to pay Cynthia after losing their battle. Luckily Cynthia lets losing trainers pay in a different way. Even her prized Garchomp gets payment this way.
Background is Cynthia's room from Diamond/Pearl and yes, Sinnoh is the best of all Pokemon regions/generations
