The silver wolves control the entire city, and certain parts of it are off limits to everyone except for the pack and those with express permission. Razor here was not one of those given permission. In fact he was new to the city and probably had no idea. But Willa would not hear his excuses, and being the tribes theurge and oldest member of the pac(don't let her looks fool you) she is fairly hard to approach. So when a strapping young demi came wandering into her territory she decided she was going to have some fun with him before eating him.
