In this case, I think I have the answer you're looking for. Your masked killer is very likely an escaped test subject from Zone 90X. This subject was a volunteer in our studies on an extremely potent South American 'zombie fungus,' capable of taking over a human brain and turning them into its food-slave. Should you confirm the identity of the masked killer, I can disclose more information about the project and the details surrounding the subject's escape. In the meantime, I would advise that you do not entrust the capture of this killer to anything less than your best special forces.
