It looks like a trick-or-treater mistook these hoodlum's outfits for Halloween costumes. It IS a perfect night for hoodlums to blend in with trick-or-treaters after all, maybe for candy or perhaps mischief. Though this hoodlum didn't like his tunic being called a skirt! At least he got the boy's candy out of it.
