It’s never specified how many people Android 21 devoured throughout the course of DBFZ’s multiple arcs.
Sure, her main targets are the Z Fighters and clones but it stands to reason that random humans are open season as well. Any time 21 isn’t on screen, it’s safe to assume that she’s feasting with impunity.
Considering her speed and teleportation abilities, she can breeze through cities pretty quick too. Even if she consumed at least .01% of the world’s population, that’s still seven million people plus change. As powerful as an android can be, every “body” has its limits, right?
But hey, that’s just a theory.
