This is Penelope Desmond aka Candy, she is a female pimp gifted a magical "Cursed" choker by her ex-lover after she tragically passed away, she can never remove it from her body, but she has been gifted with the power to perform magic spells, on top of all this she can even bend and warp any organic material to her whim, and control peoples minds.
