She is General Esdeath.
She is a villain in the film "Akame ga Kill!".
She is known for her high physical ability and ability to manipulate cold air, but she is even more famous for the scenes in which she tortures and executes her opponents.
I am sure this scene is also her new method of execution. Captured rebels are melted alive in her stomach. She shows them off to the gallery.
