Officer Helen House Catts is... an interesting sort of cop. Considered crooked by a lot of city-goers, along with her department, but her boss and mayor both allow it - and in the case of the mayor, even secretly *encourage* it.

Officer Catts is called to the scene of a disturbance, where some abrasive lady was shouting at kids. How will Officer Catts deal with this particularly rambunctious lady?
