Charity (Green Hair) & Diligence (Purple Hair) have duties in Hell that involve the punishment and torturing of sinful souls. Most of the time it's related to their sins but sometimes they have to watch over a giant pot and make sure no one tries to escape.
Funnily enough though, a lot of sinners do end up escaping... but they can never seem to be found...

And the constant horniness and discharge can always be explained as the two being succubuses. They can never turn off the horny.
