Multi-Tailed Foxes were a specie of mystical beast native to Asia wherein the number of tails was determined by the amount of emuq they were exposed to/acquired. Nine had been the overall higher recurring number, but there didn't seem to be a limit. These mythical beasts tended to keep to themselves for the most part, but contact would eventually happen with humanity even in its earliest days. However such meetings never had much come of them in the long run even if they did go poorly for one of the two parties.

Among the existing nine-tailed foxes, one of them made big self-discovery. She loved torturing and killing things weaker than her, and her favorite targets were humans. Naturally, she began to go after humans for her enjoyment and would take on numerous identities during her sadist pleasure tour of Asia. Daji, Bao Si, Tamamo no Mae, and Queen Mother of the West were among her many aliases, but her actual name was Heixin. And never once did any of her kind ever try to stop her from her hobby of tormenting man.

While infinitely more powerful than humans, the various mystic practitioners of Asia more often than not surprised her and were actually able to hurt and drive her off. A hatred for humanity began to fester in her. How dare those apes stand up for themselves and not let her do what she wanted to them? Though one instance in her many cycles of ‘fuck around and find out’, as some would call it, Heixin bit off far more than she could chew when she came upon a duel between the rival Onmyōji Seimei no Abe and Ashiya Douman. Figuring the two were exhausted from their duel, she’d have no trouble with them but that was far from the case as the two ceased their duel and gave her the magical double team of the century. Escaping from the two with her life, Heixin was unfortunately too bus popping her eyes back into her skull and several teeth into her jaws to notice yet another Onmyōji who decided to deal with her once and for all.

Namely by sealing her into a rock.

Being bested by humans so much and sealed away only intensified Heixin’s hatred of them, but the fact her prison became an attraction of sorts as the years went on only increased her fury. For centuries, she remained in the rock fully sentient and aware of everything around her plotting her vengeance the day the seal broke. Finally, sometime in the early 2020s, the rock and its seal broke due to the massive decline in emuq levels of the area allowing Heixin to escape. Healed up from the magical double team of the century, she decided to catch up on the happenings of the world since her sealing... and wasn't very happy with what she discovered.

Specifically, she wasn't very happy about the fact her entire race had been rendered extinct and the same had befallen 95% of the old mythic races. Heixin’s hatred toward all humanity was wildfire being doused in gasoline, but fortunately for everyone the Nine-Tailed Fox was starved of emuq and barely able to exist. Furthermore, she discovered someone had at one point erected a magical barrier around China that specifically prevented her entry. It was just another fact of the modern world that made her blood boil and from there she was forced to wander across Europe and Asia to plot and scheme while looking for a new place to settle down in since her homeland was inaccessible. She wandered and wandered, plotting and scheming while trying to maintain her existence in a world that no longer could support her…

As the 2020s came to a close, the small Asian nation of Tajikistan suddenly exploded in terms of wealth and influence in part due to a brand new and fast growing company called Foxtune Pharmaceuticals sprouting up from within it. This company had been able to directly and indirectly provide crucial assistance with organ transplant surgeries among other difficult procedures providing a dire service despite the expenses involved. Some wondered where they got the resources, but the fact that live changing procedures were more accessible made them wonder less. Some who weren’t dissuaded from this so called miracle work decided to look into it and some of them found nothing or were never heard from again. No one certainly seemed to think about it more, or for the fact that various orphanages across the globe began to start receiving a good deal of funding as well as receiving many visits from all sorts of groups who kept their identities undisclosed. It was a very strange series of events that certainly weren’t related at all.

Yet at the center of it all was Sheeva Tchaikovsky, the CEO and Founder of Foxtune Pharmaceuticals, who in reality was in fact Heixin. The Nine-Tailed Fox had managed to scour up the resources she needed to begin her ultimate revenge upon humanity. Effectively having garnered the resources amongst her wanderings throughout Eurasia, Heixin had decided to turn Orphanages into Organ Farms and with enough wealthy and powerful clients could keep operating without much issue. As it turned out, humans with wealth and humans who held power hadn’t changed at all in all her time away and taking advantage of them was as simple as could be. Speaking of humans who held power, Heixin had also effectively made herself the ruler of Tajikistan via making the current President subservient to her in secret in order to further her influence of the nation and to have more options at her disposal for her plans.

To that end, a brand new religion appeared in Tajikistan overnight after the sudden closure of several mosques (and some disappearances as well). Dubbed ‘The Way of the Queen Mother’, it was all entirely based around an enigmatic female deity who anyone reading this would know was obviously supposed to be a stand-in for Heixin for herself. Unable to fully sustain herself with human souls, Heixin decided the next best step was to make a religion about herself be the heart of a nation to help keep herself alive via the faith of others. Anything to keep her alive to see her plan ultimately come to fruition. And while wanting to break back into China, continue Foxtune Pharmaceuticals growth, spread her religion, and ultimately regain her former glory, none of those were her ultimate goal.

Heixin’s ultimate goal is the creation of the World of Savage Beasts, a world where Science and Human Civilization are but memories and myth while the world is saturated in emuq and the mythic beings who once dominated the world have returned. And Heixin herself would be the apex predator of the world, tormenting humanity to extinction, only to have them or a new anthropoid created again to forever torment, kill, and eat. Such a goal would need so many resources behind it, but it’s not impossible as Heixin has discovered in her own personal researching. Foxtune Pharmaceuticals and ‘The Way of the Queen Mother’ would both obviously cease to be, but their parts in the plan would have been fulfilled at this point.

Aside from maintaining and growing Foxtune Pharmaceuticals, ‘The Way of the Queen Mother,’ and Tajikistan, Heixin is always on the lookout for humans with larger than normal emuq levels. While she’s recovered from her curbstomp from Douman and Seimei, her power has taken a nasty decline and her once nine fully tails have been reduced to wisps of magic. Sure she could condense them into a singular tail or even two or three, but Heixin is far too proud to do such a thing and only creates more problems for herself. But with enough of those special humans consumed she’d be back at her full strength and able to exist without any more issues. Of course, why just stop with one human high in emuq? With more she could eat, she could spawn more tails and further grow her power to levels never seen since the Age of Myth!

For this reason, she’s taken an interest in Pandora City, Nevada, but the Mayor of said city and the local institution known as Sirius Labs have been against Foxtune Pharmaceuticals setting up shop there. But since when has Heixin ever decided to give up in her life?
