Each head has its own own genitals. The dominant head controls all the limbs, and treats his submissive brother as his personal boy-toy. That's an interesting idea. (Does it count as twincest?) Should the sub head be the one with the nose ring, though? I thought that those got installed in cows so you could (for instance) use a rope to tie one to a post if you needed to, which seems like more of a sub thing.
