You mean the ones that Shadowclaw retrieved and gave to the Collector? That is simple really, Heaven and Hell both collect improperly slain Chaos Heralds, only the denizens of Hell have easier access to the wild demons that belong in them. So when Vescus captured some Angels, their weapons did not glow in Hell because the weapon's spirit was no longer there since the Collector had taken the wild demon to New Nede.
