One
In
theory, the Irithnian oligarchy and the Toraki empire were united in
the Council of Developed Species. The two remained sovereign over
their domains and citizens, but were tied together under a unified
federal system. That was the theory. In practice, the Oligarchy
continued with their isolationist policies. The hope that uniting
under a larger power would foster good relations and blunt historical
rivalries also did not come to fruition. Relations between them and
