he's referring to the vending machine in panel one. he probably doesn't recognize the model or that is only it's top half, thus being further away and not showing up in the next few panels.

I'd imagine it's because Veemon doesn't have pockets(and thus no change/monies), and to be honest I think he's not that bright... might just be the English translation though...

If you want to get technical digimon don't have genders that's not to say some don't look and sound male/female they just don't have the corresponding sexual organs well not until much much later in the series but most digimon fans don't talk about those seasons...to painful.
