After I put ToMW to bed, I came up with a simplified set of rules for a potential smaller-scope ToMW which I never acted on because the project was still too large. So, instead, since I've been playing Senran Kagura: Shinovi Versus lately, I wound up adapting them to a set of rules for resolving shinobi duels in vorish RP.

Note that these rules aren't extensively play-tested. I did write a program to unintelligently play the game against itself just to make sure that the probabilities didn't favor one weapon over the others by too much, but I make no warranty that there isn't something super busted lying in wait.

Question: Are the ultimate ninpo arts allowed, and if so how are they handled if it is someone like Homura or Yumi who go into another state when they use their ultimate?

As it stands, the system does not natively support having different kinds of Hidden Ninpo. But, if you want such a thing to maintain accuracy to an existing character, there are two options I can think of off the top of my head:

1) If you're stuck with standard play, have the "ultimate" Hidden Ninpo simply act as a reskinned regular Hidden Ninpo attack mechanically, and just incorporate the altered state into the description of the attack.

2) As a house-rule, use your Hidden Ninpo charge to make a standard attack (no modifiers, ignoring chip damage) against the user. If it succeeds, then grant them a permanent bonus to either or both of attack power or defense, as appropriate to the character. On failure, the attempt to assume an altered state fizzles and you lose a turn.

Ah ok I was just curious since each character has three ninpo attacks with one being the ultimate I wondered how that was handled. I might make a character will probably use Rin. She needs to teach these underclass shinobi how it's done.
