Despite being the eldest, Water is easily the most... impulsive of the Sisterhood. She has no problem with sending some innocent child to their doom in her belly... nor does she mind being used as a meal herself. Her two younger sisters definitely take advantage of this fact, as is seen here.

Fire invited Water into her cloak for some quality snuggle time... what could possibly go wrong?

Well, nothing, actually, since both of them are perfectly happy with what is about to happen.
