Once Water is encased in her cloak, Fire can easily digest her silly sister completely. It hurts quite a bit for the prey, since they are basically burned alive, but Water's own magic makes the process pleasurable for her...

It also helps that both she and Fire can resurrect prey, including themselves. Otherwise, dear Water would be a permanent addition to her seductive sibling.

So, for now, the two sisters will just enjoy becoming one sister... Until Water gets bored and comes back.
