I like the blurred effect on the feathers, it makes them look sort of fluffy.

I'm actually really bad at drawing feathery appendages so I just winged it.

I think it worked out well. If you're looking for tips on drawing feathered wings, I'd recommend having a larger area of the small 'covert' feathers. It sort of looks "shrink-wrapped" with so little surface area other than primary and secondary feathers.

There's a lot of good improvement here. The proportions are way better, the lines are cleaner, and the addition of a background helps a lot.
