It's a monster that lives in the desert area, they encountered many during one of the first episodes.

If she's a water bender, why can't she "bend" the water in that creature to save herself?

Well she never practiced blood bending nor knew it exisited till much later in life (going by the show ref).

And because even if she did blood bending can only be done during a full moon. And she doesn't have much access to water otherwise in the desert. And for reasons unknown, she doesn't have her water pouch (or her clothes) with her.
