They are 45 preys in total, the first pic contain starters only, the second one legendary only and the last some other non classified pokemon.

Ok, so the first one is every starter and it's evolutions, then the legendaries, but is there a throughline with the last one?

i guess they are mainly pokemons that the commissioner liked, lots of them are dragons/powerfull pokemons.
