Also to do with era. Gen 8 hasn't been announced/revealed properly yet, so it's still Gen 7. Pokemon sometimes get revealed early, but it's usually through the anime, not the games, so Meltan's probably Gen 7 through and through.
That said, I could see it being a 'mon meant to hint towards Gen 8.

Both Colloseum and XD: Gale of Darkness are consisdered to be side-games by most sources, whilst Let's Go! is marked as a main game, which means the official companies have said that's what they are.

And if you get Lets Go! and import Meltan from Pokemon GO, it'll also be Gen 7. The game devs decide the Gens, not the fans.
