The kobold is a trusted companion of any larger scaled creature, though more often than not dragons.
They serve many purposes, including cleaning, hunting, watch for potential intruders, company etc.
But most importantly, they live only to serve.
So if you told them to get inside your maw and offer themselves up to you as a meal they would oblige your request without a second of hesitation.

And that is why Rothar doesn't have any kobold servants.
