Hmm... Maybe I’m crazy but I have a feeling that Nick and Judy previously knew each other. There's quite a lot of ambiguous stuff in the story so I can’t tell for sure. But if that’s the case then I believe what’s happening here is:

- An extreme Sado-BDSM roleplay session. Kind of a stretch of course but I feel their behaviour is somewhat suspicious.

- A personal Vendetta and the tax evasion shit is just a mere excuse to say she’s enforcing the law and keep her records clean. It’s also kind of a stretch since she didn’t need one to eat Wolfard anyway.

The uncertainty lies in the details.

On the one hand, certain sentences and dialogues seem to indicate that they did not know each other and that everything happened by chance of the moment. However there are a few things that seem to imply the opposite. They address each other casually (Judy calls him Nick/Slick and Nick calls her Judy/Carrots), contrasting with their initially formal and distant treatment from the movie (Mr Wilde/Nicholas Wilde for Judy and Officer Hopps/Ma’am for Nick). Judy even refers to her previous victims by their last names (Lionheart, Bellwether, Mr. Big, Wolfard) but that isn't the case with Nick. It even seems that she takes a special pleasure that her prey is specifically Nick, not just another criminal or any ordinary piece of meat. It feels personal. Judy is constantly speaking to him and petting his head and for some reason Nick felt soothed by her touch in the previous chapter... which is suspicious to say the least as he acts terrified and helpless at all times.

Though I'd say the major mystery is the crime itself. It is confirmed in this chapter that Judy "arrested" Nick for felony tax evasion. But how did she knew that? And why? In the movie she didn't have any other option but to recruit Nick since he was her only lead and key witness of Mr. Otterton last known location. She knew that he would not cooperate willingly so she dug up some dirt on him with the limited resources she had to blackmail him and force him to assist her. But the situation is completely different in this story. Judy didn't need Nick, the missing mammal case has been solved years before. There's no way she casually stumbled upon his tax records, that's not in her job description as far as I know (unless she's also a Tax Examiner in this universe). That implies that she did knew his full name and actively search for something to use against him.

Even more impressive is the fact that Nick seems a better person here than in the movie. Nick willingly confessed his crime (there was no need to threaten him with a tape recorder). He allowed himself to be handcuffed and lead to the police car. He was honest and compliant and yet Judy sentenced him to a slow and painful death? For such a harmless crime? After reading this chapter is hard to believe that he is deserving of the same treatment as Lionheart, Bellwether and Mr. Big. Maybe even worse since Judy said she is planning to keep him alive and conscious in there for as much as possible? Either that means that she does not want him to die or she just wants to prolong his suffering. She even teased him saying she could just crush him and end his pain but she refrained to do so. I can even understand Wolfard’s case since he harassed her until she lost her temper (she made an example of him, and that’s why Clawhauser and everyone in the ZPD are terrified of her) but Nick apparently did nothing to provoke her.

In the second chapter there was this conversation between Judy and the chief that implied that Judy can’t do this thing (that is, a fully digested big meal) more than two times a year. And later it is remarked that Nick is a special case since he would be the third in the same year which is something she isn't allowed to. Why would she go so far for such a petty thing? That is why I believe there must be some story behind these two that we have yet to see.

I’m intrigued by those two paragraphs near the end of this chapter where we see Nick thinking of a What-if scenario, “another world” that sounds suspiciously the same as the reality he is living right now, with the difference that he is Judy's partner in the force and even supports her for eating another criminal and joke about it. Why would he be thinking of that in his current situation and how is that he believes he would be in a good mood while she digest another mammal? Maybe this is a clue, maybe not.

He also said that Judy has a heart of ice at least when dealing with criminals. Could that be suggesting that he did get to know her good side? And that could mean that something personal did occur between them. Either good and this is all a game or bad and the actual reason behind this punishment.

I’m sorry if my long comment annoys you, I just love to theorize.

PS: You missed a chance to make a joke about Nick being in quarantine. :P

They don't know each other. The initial vore scene takes place after their second-ish meeting, which in this world takes place after Judy has single-handedly solved the Night Howler case. She caught him for tax evasion just doing her job normally. It's not really that deep. She's just a ruthless pred-cop in this universe.
