First and foremost, this was a commission done by  ecchipandaa during the artslave stream on April 18th.

Designed and developed by Dr. Victoria Love, M0N4 is the doctor’s android assistant equipped with many technologies that had been within Sirius Labs before and after her creator took over. While her initial function is to assist Dr. Love, M0N4 also has a few secret functions built into her such as being capable of dealing with any and all powers who possess a hint of the Supernatural in them. Another function of hers is to serve as a back-up body for an AI copy of Dr. Love in case anything should befall her creator and at that point what little of her own identity would cease to be. While it’s unknown what her exact specifications are, one can assume M0N4 is equipped with Dr. Love’s ‘Information Through Eating’ system that she developed.

While M0N4 has a personality, it’s very subdued and almost not even there. It seemed Dr. Love didn’t want to risk her having an actual personality for various reasons, some good and some entirely selfish. Though perhaps a hint of a greater one exists within her that’s just currently locked by various restrictions in her programming.

Do M0N4's boobs feel authentic or are they rigid like a mannequin?

Feel like the real deal, because Victoria wouldn't have it any other way.

To paraphrase one Genius Man of Culture: “Only a Fool makes an Robot without Tits” I assume Dr Love ascribes to that general design philosophy I horribly paraphrased.
