After reconjuring the quirk removing serum used previously, Toga steals some for her own use. That use being attacking all the competing women in Dekus life. Borrowing the shrinking quirk of another damsel she shrunk earlier she goes around collecting the women in her own belly. Her we see her capturing her 9th victim.

As you can see the girls trapped within Toga are more resilient than expected. How do you suppose she should end their lives? Just leave them inside herself until they perish? Eat them again after letting them out? Kill them some other creative way? Or perhaps keep them alive for some other purpose?
