What do you do when people just won't listen to each other?
A short one. This story came to me during that early haze just before getting out of bed this morning, and I wrote it all in about two hours (Feels like it should've taken less than that, but I get distracted easily).

Great story as per usual, but I've got questions. “I didn’t make this country what it was without being solid and immovable as a rock" doesn't exactly make much sense coming from one who apparently despises the stubborn. This hypocrisy is intended as a character trait, no?

Not exactly hypocrisy, just a slightly different definition of words. To Azima, "stubbornness" is refusing to change or listen, often to a foolish degree. Azima, meanwhile, only sticks to a decision when she believes that she's properly weighed the outcomes. She's also exaggerating a bit to scare them into actually talking to one another.

How does she know whether her sticking to a decision is foolish objectively? Is she omniscient?

No, just intuitive. Being overly emotional in a situation that requires a cool head is what she considers foolish. She saw that the two rulers were just going in circles arguing, and realized that something had to be done to make them think of something other than their anger towards each other. She doesn't know what's the right choice, just reasons out the one that she hopes will have the best outcome. Chances are, if she'd been completely wrong about how her plan would turn out, she probably would've spared them. They might retaliate, but her nation's position as a sort of peacemaker means that other nations might come to her aid.
